I think these killers should be the focus of the game, make artist more fun to play as, make freddys rework good, find a way to help twins with slugging, add new or something to make hag not feel so slow, and delete sm

Just because a killer isn't popular doesn't mean they are a problem or need a ton of changes.
Of the 5 killers on this list, the only ones who actually need big changes are SM (because her current power is very unhealthy for the game) and Freddy (because he feels weak and underwhelming). The others are mostly fine or only need smaller adjustments and/or an addon pass. I wouldn't mind Twins' slugging being addressed but only if they can find a way to do it that doesn't fundamentally change the killer or turn them into a powerhouse like they were on that one PTB, and I don't know if that's possible or not.

Fingers crossed BHVR are cooking for Freddy and Skull Merchant.
Main thing I want for Twins is something to encourage them to actually go for optimistic Victor pounces, instead of crawling up survivors legs before they finally jump.
Their current issue is they are punished pretty hard if they miss, and so have to play in a lame way, to which the only limiting factor used to be the 5s stun on hit for Victor and a 3s stun on a miss... which is now 3.2/3s I think without looking it up.
If you made it 5s for a point blank slug/terrain hit, and I dunno 1s for a max long range slug/terrain hit, the killer has a natural incentive to go for ambitious hits where they may hit terrain, where the survivor actually gets to try and juke, and Twins themselves get to have some actual fun with their power, bouncing Victor around like the ADHD spider monkey he is.
If he has that and the 3s for a landing in open space, you can still go for an ambitious hit, but for open space you fly past the survivor anyway, so likely recovery time is not likely to result in getting booted. This would actually be fun for Twins rather than trying to injure everyone and then just slugging everyone to death at point blank.
Personally, I would also like Victor having a longer respawn time, but Charlotte gets enraged at Victor getting hurt and gives a nasty gut wrenching global scream, and getting a buff for a brief time (like faster break action speed and 5% haste or something while he respawns?) with a new more aggressive running animation to make her more intimidating herself... she is supposed to be aggressively protective of Victor... I'd love some kinda effect for Charlotte to reflect this.

Hell nah, they will buff and make her simplier and then smash with pointless nerf into the ground after complains, like it was with Twins.
Just left her alone, she is very fun to play as, just very small amount of players understand how to play her.

Do NOT delete Skull Merchant thanks. Freddy rework finally! Coming soon yay!! Skull Merchant rework is likely a high priority

She is perfect as is atm. Sure, survivors don't have a lot of fun with a constant birddemic, but that cannot be changed unless we want to give her a Freddy treatment (which I don't).

As for Hag, she could get an add-on pass, as some of her add-ons are... eh.
Also, she should get a speed boost when teleporting to a tripped trap, that would feel great. And another teleport range increase would be nice.

Twins is a really strong killer but they have so many cooldowns and survivors can hold Victor hostage for 30seconds and many players just hate this - the sad part is that these cooldowns make them balanced but also so awful to play. They are also slugging killers and you have to play into that to player them good but not many players like that. These are the two main reasons why not many players play her.
Hag is also a decent good killer. The hole idea of shutting down an area and you are not supposed to chase survivors make her unique but many players don't like this.
Freddy and Skull Merchant are weak and will get a rework this year (Freddy in a few weeks.
I'm an Artist main and I fully agree with this. She has a low pickrate because she is really difficult to play and not many players understand her right. However, she is really fun to play for me. I wish the developers would give her some little tweaks and an addon pass because many of them are so bad or useless. However, I am too afraid the devs could ruin her by doing either too much or the wrong things.
