Perk Idea: Quick Gambit, but for Killers

BHVR, Survivors, and Killers all want to see more chase, as this is the primary gameplay loop. It's more fun when chase is involved for both sides, and multiple surveys have also stated this much.
How about we create a perk for Killer that emphasizes allowing longer chases, but temper it with the caveat you can't chase the same Survivor twice? If we wanted to nerf it, it could even lose power as less Survivors were in the game.
Relentless Hunt
Very Rare Killer Perk
Your terrifying determination to pursue your prey gives even the most stalwart heart pause, and strikes terror into everyone else. When you are chasing a Survivor, Relentless Hunt activates, and any Survivor doing repairs, Healing, or cleansing totems outside of your Terror Radius does these actions 3/4/5% slower. For every tier of Bloodlust you gain, Relentless Hunt makes any Survivors outside of your terror radius do these actions 3/4/5% slower, up to a maximum of 12/16/20% slower. When a Survivor is downed, or if you chase the same Survivor as one you just chased and downed, this Perk deactivates.
This perk does not stack with other slowdown. This perk only activates on a different Survivor each time. This perk loses 3/4/5% possible off the maximum cap for every Survivor Sacrificed or Killed.
