Freddy's Pallets dont work on Eyrie of Crows

Freddy's Pallets seem to not work on almost every tile in Eyrie of Crows where you are unable to spawn them unless one was already broken.
These are areas where it works on the same tile on different maps or the main building which didnt spawn the pallet.
These are the same tiles as shown before but of a working map.
