The Unknown's Perk - "Undone" How does it work exactly?

I am confused. If a survivor misses overcharge you get tokens. If they miss Oppression you don't. If they miss Merciless they don't. It works with some perks but not others?

Is the perk bugged? I have never used it before.

    This is the problem with having so many perks and descriptions that still aren't considering variables.

    These all sound like they should have synergy. It's way too inconsistent
