Surrender != Anti-Slugging

Surrendering doesn't discourage slugging. It only encourages giving up sooner.

What do you mean sooner? You give up at the moment you lost the game…

That doesn't really make sense. You can definitely lose by giving up, giving up in a certain moment doesn't always lead to losing.
People give up all the time before they've lost. There are times when I thought it was over so I quit trying, but someone else came through in the clutch and 3 or 4 of us get out.
People give up by simply disconnecting because they don't like the killer-character they're playing against.
People give up by intentionally missing checks on hooks.
Surrendering is giving up and taking away from other survivors the opportunity to turn the game around for other players. It encourages the wrong kind of behavior for a cooperative multiplayer game.

You can surrender when all survivors are in dying state. Sounds as a lost game to me.
Like which condition for surrender seems "too soon" for you?2 -
Unbreakable, No Mither, and Plot Twist can all be used to recover from dying when everyone is in the dying state. The odds are against you, but it's not an automatic, guaranteed loss. It's obvious when a survivor has No Mither, but not when they have Unbreakable or Plot Twist.
Like I said, I've given up in moments when I thought we couldn't come back and if I had a Surrender option then, I probably would have used it. But in those moments, someone else has come through and saved at least most of us.
I'll say it again: A Surrender option encourages bad behavior for a game that's supposed to be cooperative multiplayer.
Surrendering isn't cooperative and it's definitely not playing. It's exactly the opposite. If you're not in the game to play then you shouldn't be in the game.

It doesn't discourage slugging no, but it does discourage bleeding out, or at least prevent it, which is great.

The main problem of the slug is lying on the ground for 4 minutes, now you can avoid it (+ in phase 2 there will be additional changes) so what's the problem?

It doesn't trigger with Plot Twist, at least that's what devs said.
Other survivors can clearly see No Mither, but if they are not willing to play, you are not winning anyway (No Mither can as well be reason to give up for some)
Unbreakable is an issue only if you are last to be downed, no? I would say that scenario is going to be quite rare.

SoloQ is not cooperative overall… SWF knows their perks.
I can't see how this feature can ever do more harm than good. Current surrender options are edge case, where it's usually miserable experience for the player anyway.

Its the worst implementation they could have possibly done. If the killer is ever in a situation where they are about to win a match for any reason, the survivors can just DC for free with no penalty. This is SO bad.
