    This is not a bug.

Artist's crows can inflict direct damage to a Survivor if they are within close range of the dire crow and there are no obstacles in between. Once you summon a crow, you can see an arrow pointing in front of it. This is the crow's flight path. Any Survivor standing in this range will take damage, even when they are not swarmed.

In your first clip, the Feng went down because your crow was aimed through the window. A window does not count as an obstacle in this case, which means she was able to take damage right then and there.

In your second clip, where you test the "bug", you were able to injure and down the Meg because she was within the crow's flight path and this path was not obstructed.

Everything is working as intended here.

Yeah when you are placing the crow you can see the path on the ground. That is the area the crow will do direct damage to survivor even if they have no crows. If you wait for the crows head to appear it will draw an arrow of the same length from it to indicate the distance it will cause loss of health state from a survivor. This can be used over pallet and windows too as MarbleThrone stated.
