Plague and Houndmaster becoming slow after a criteria

SUMMARY OF THE ISSUE: So when Plague breaks a pallet, she becomes slowed in rare cases but can use her power to fix it while for Houndmaster, I just experienced this like a hour ago but for her, canceling the redirect or getting a hit might have caused this because it was VERY noticeable and I loss due to the bug.
