Spending shards to remove certain perks from the Bloodweb pool

I really want a kind of reverse Shrine of Secrets where instead of buying a new perk, you use Shards (or Auric Cells) to prevent certain very bad perks from ever showing up to pollute your bloodwebs. You could always undo these actions without being refunded the currency, in case your change your mind later.

This would also help combat the unfortunate side effect of adding new characters: that it becomes ever more difficult to get the perks you want, as more teachables dilute the Bloodweb perk pool.
