Stop Overbuffing Clunky or Bugged Killers.
Of my four most recent mains, I've had to avoid playing three of them thanks to overbuffing that has left them in a state where playing them feels deeply unrewarding - why would I play a killer on which I'm guaranteed victory, is my mindset.
Of those three, two - Houndmaster and Singularity - were buffed not in response to a matter of weakness, but a kit riddled with bugs for the former, and riddled with clunkiness for the latter.
Fixing bugs and cleaning up clunky gameplay are both good changes that need to happen. But when fixing bugs or cleaning up clunky gameplay, a killer's strength must be reassessed to ensure they're not going to end up way too powerful at the other end of it.

Singularity wasn't really buffed. It was more QOL. He was extremely hard to use on Console. Now hes still challenging but rewarding which is nice. You still have to put a lot of effort in.
Houndmaster was recently nerfed. Which was snugs vaulting speed. Her houndsense isn't great at all.
However you are right, cleaning up these bugs are a must.

Houndmaster isn't buggy anymore, her kit for some reason is getting a nerf when shes one of the most balanced killers right now and barely even played. Singularity has never been buggy, his kit was just underwhelming, and so got massive changes that skyrocketed his strength. Didn't make him less map reliant, but hes stronger to compensate

I agree with singularity being overbuffed. I don't agree with houndmaster tho, she is not that strong and also snug's vaulting speed is getting decreased literally today.
I feel like it's really hard to balance the killers sometimes. Before buffs singularity was really strong on PC. Now he is literally stomping on PC. I don't know about consoles, but people were reporting it's really hard. That's the reason he was buffed.
It's difficult to balance the killers on multi platform games and wide spread of skill level within the community in asymmetrical game.

Singularity was NOT over buffed. He feels great to play now.

I've mained hux since release. He was massively overbuffed and now is positioned as the killer best at tunneling, best at 3 genning, best at slugging and really not half bad at camping too.
He is so unhealthy right now it's almost laughable.

People don't realize how over buffed Singularity is because he's actually rather difficult to pick up and thus not seen too often.
But my God playing against someone who knows what they're doing on him is just a miserable experience. There is no real counterplay to his power - EMPs give you maybe an extra two or three seconds in chase since he can just put another pod right back on you. The combined power of making pallets worthless, fast vaulting, and a movement speed buff on top of it all (that's all easily spammable) means that if you're even remotely out in the open it's basically just a free hit.
EMPs need to actually destroy the pods and / or disable his power for a bit if he's in range. They're not as readily available as people make them out to be.

He needs an addon pass first and foremost. Cremated, DRF, Soma, DTR, even non-strat based addons like Nanomachine Gel and Nutri Slurry need heavily tuning or outright removal.

There really is nothing that tells he got overbuffed, feeling unrewarding and winning many times isn't anything special to strong killer so it's merely a personal experience

I disagree in general that Singularity was overbuffed. He is certainly very strong, and feels better to play now, but not sure I would say he is overpowered. At least when played normally.
But as far as I have seen, his slugging potential is through the roof. An easy nerf to that would be to have slipstreamed survivors lose their slipstream when downed instead of only when hooked. And I guess Soma Family Photo makes tunneling too easy as well.
