Onryo stuck after teleporting in mother's dwelling

When teleporting to the main building TV on the second floor, Onryo gets stuck in the ground and cannot move. Meaning she has no ability to do anything until she can teleport to a different TV.
This has been an issue for at least a year now, but the bug reports for it have not resulted in any action being taken.
