Licensed Character Ideas
Who are some licensed characters y’all would like to see in game in the future? For me personally, I think Vincent Sinclair from House of Wax (2005) would fit in pretty well, and maybe there could be a legendary cosmetic of his twin brother, Bo Sinclair. I’d also like to see characters like Hannibal Lecter, The Terminator, along with survivors from similar franchises. Maybe some more legendary skins for characters that are already in game would be cool, too.

Some licenses/characters I'd quite like to see would be:
Fatal Frame
Clarice Starling (I know she doesn't fit all that well, but I love Silence if the Lambs with all my heart)
Elvira
Carrie (Stephen King doesn't seem too willing to do this though so very unlikely to happen)
The Shining (Same issue again)
Lollipop Chainsaw (Not all that fitting again, but I'd consider it a horror comedy)
Lady Dimitrescu/Mother Miranda and Ethan Winters if we were to get a third RE chapter
I'd also really like to see a second Silent Hill chapter, probably based off either The Room with Henry, Eileen, and Walter, or based of Silent Hill F whenever that comes out.

Didn't Behaviours game Deathgarden have a Terminator licence going on? I wonder if they would allow it in DBD after that game failed

My biggest answer is always Taylor Hebert/Skitter from the Parahumans franchise as killer. She's perfect for the role, despite being the protagonist of her story.
Worm isn't strictly a horror franchise directly, but it is a story that directly plays on horrifying ideas and disquieting situations, so it'd fit as well as the other horror-adjacent properties DBD's accrued over the years.
Outside of that, I'd like to see Regina from Dino Crisis as a survivor, that game deserves more respect.
Branching out to cosmetics, we already had Iron Maiden as a collection, and I'd love to see a similar thing for Alice Cooper. Very fitting artist to represent, I think.

These I would genuinely expect for the Hall of Fame of Horror:
Friday 13th (duh though Licensing)
Hannibal (agreed with OP here, though probably to Show or Book Version even though i did like Hopkins portrayal it wouldnt fit too much with the Games chase mechanics)
The Blair Witch (have her model be ominous/obscurred like Dredges void maybe? Just a general shape)
I Know What You Did Last Summer (there is gonna be new Movie even with the old cast thats still alive - Helen as the survivor still because we need SMG and her Chase scene is PEAK slasher Movies)
Final Destination (probably surv only though even though Death as a shapeless/invisible Killer that uses the environment Sounds Great it would be waaaay too much)
Jaws (also surv only maybe a map?)
Terminator (First Movie is still horror to some degree and we are way past that kinda gatekeeping anyways, it fits)
Until Dawn (Wendigo, Sam, Lodge with basement/Part of the mines)
IT (obviously, though King is assumedly against it?)

The Walking Dead (Pretty much confirmed at this Point though I would hope its not the Surv only chapter but with Killer (Beta/Alpha/Negan/Governour with zombies))

Im a huge fan of the direction dbd has seemed to go recently with more horror-adjacent licenses instead of strictly horror. For that reason, I would love to see Sephiroth from Final Fantasy! I think he would fit into this game so well.

I'll only list stuff that is big or important enough that it could feasibly be on the radar, and only list the characters in situations in which it wouldn't be obvious to everyone already.
Horror or horror-adjacent Films: The Thing, Friday the 13th, Predator, Jurassic Park, IT/Pennywise, Terminator (I think BHVR may have already written this one off for gameplay reasons, they managed to get it in Deathgarden 7 years ago)
Non-horror films: Darth Vader, I suppose
Horror games: Amnesia (Probably pulling from multiple games, but with a focus mostly on the first game), Clock Tower, System Shock, Dead Space, Fatal Frame, The Last of Us (probably survivors only, but a killer could work if they were willing to use mooks), Parasite Eve (this one would be tricky to license because of mixed rights. They may have to settle for a survivor only)
Non-horror games: Metal Gear (Psycho Mantis), Sephiroth, Dark Souls/Bloodborne/Elden Ring, something from Blizzard's catalogue, either Warcraft, Starcraft or Diablo.
Anime: Evangelion, with Asuka and Rei as survivors, and Unit 01 as the killer and skins for other Evas (They'd have to shrink the killer to make this one work, but it's worth the payday), Death Note, Berserk, Cyberpunk Edgerunners (this one could be based on the game as well, but I'd rather the survivors be the characters from the anime rather than from the game)
Comics: The Joker could work as a killer, if they gave him a box of fun tricks. Carnage or Venom also fit.
Roleplaying games: Vampire: The Masquerade can work, as long as they pick something that isn't like the Dracula we already have. Easy to license as well.

The franchises I'd personally love to see the most made into chapters would be:
Bioshock: A Big Daddy (The Guardian) for Killer, and Elizabeth Comstock for Survivor, to represent more of the series kinda like Silent Hill. Also a Rapture map, dunno exactly where in it. Bioshock has strong horror elements in it, especially in the first game.
Terminator: The classic Arnold T-800 for Killer (The Terminator, this one can be a straight name) or at least the exoskeleton if image rights are too complicated, Sarah Connor for Survivor. Pretty straightforward there, maybe not the most horror vibe but there's no denying he'd be intimidating as hell.
Dead Space: Isaac Clarke for Survivor as a Half-Chapter, no real Killer ideas. Dead Space is a horror franchise without a doubt, and he'd bring a pretty unique appearance as far as Survivors go, clad in armor yet vulnerable.
And as my wildest pick…
Star Wars: Darth Vader as Killer (The Sith), Leia Organa and Han Solo as Survivors, a chapter like this would deserve 2 characters. And a Death Star map for maximum iconic value. Yeah, say whatever about the absurdity, but Rogue One taught us how terrifying Vader can really be when he wants to. Also went for Leia and Han as Survivors because I feel like Luke would be too strong lore-wise to fit as a Survivor. Not like there's much chance of Disney even allowing this one or making it cost too much for BHVR.

Would like to amend my previous response with another suggestion. I think it would be cool if we saw some content from the Nonary Games franchise.
Again, maybe not the most fitting licence ever, however it's pretty similar to the Saw franchise in its overall themes.
It wouldn't really make much sense as a full chapter though (won't spoil anything here but just take my word for it) but a cosmetic collection would work pretty well, potentially even a map? But in the unlikely scenario that it did happen I would suggest these cosmetics for survivors as either cosplays or legendaries:

I'd do Zero Time Dilemma as well but that game isn't even worth mentioning IMO.
All these suggestions were made based on both the character's default appearance along with their personality and lore (some being more fitting than others) however a few are pretty tricky to settle on.

Bit late to this particular reply, but, if we're going for DC villains I'd sooner peg Scarecrow as a killer that'd fit really well in DBD. Lots of room for creative power stuff.
I'd sooner make Joker a legendary skin for Trickster, myself.

Sleepy Hollow! Either just following the Legend or Tim Burtons movie; I Absolutely want to see a headless killer who's main power is to summon and mount Maurice and then run survivors down on Horseback for a potential insta-down if he manages to swing at just the right moment while riding past them. That and a killer that can dual wield an Axe and Sword, one for quick attacks the other for lunge attacks, with a decapitation mori... It just oozes style, and possibilities.
Who can say that this guy doesn't belong in DbD?

Considering BHVRs own IPs are still considered "licensed" (Naughty Bear for example) I would love to see a Deathgarden chapter.
The whole theme and atmosphere of the game was great, and its such a shame the game didnt work out

I don't know how they'd make it work because he could fit either role but he'd also be sort of out of place in each role too. Like I think it'd be a huge missed oppertunity for the 'serial killer' character to not be an actual killer in the game. The entity taking on the 'dark passenger' role would be amazing.
But same time, Dexter not being able to actually kill anyone and instead being forced to survive against other killers would be quite fitting for him, and i imagine the entity would feed off of that quite a lot.

Sachiko Shinozaki from the corpse party game franchise I think she would fit the theme of Dead By Daylight as well as having a cool unique map and power as she has a lot to choose from.

I second Phantasm. We also need a Legendary of The Lady in Lavender for The Tall Man. But I think Reggie should be the main survivor, with Mike and Jody as Legendary.

I would personally like to see more from the FNAF dlc such as the original characters from the games Like Freddy Bonnie Chica Foxy and Golden Freddy as killers and maybe even William Afton, and for the survivors I would like to see Michael and Henry.
I would also love the hellraiser license back which would bring Pinhead back and also introduce The Female Cenobite
I would also love to see Pennywise as the actor for pennywise said he would be open to collaboration with Behavior and the survivor could be Georgie
Jason would also be nice
