Vecna PTB changes are almost perfect

The latest changes made to Vecna are amazing except for the Potion of Speed add-on.
Now that the end interaction time of Fly is 2.75s from 2.5s, the Potion of speed should be changed from 0.15s to 0.25s so Vecna could have the cooldown as the current base kit → 2.75 - 0.25 = 2.5s.

    Considering how much fly was buffed in other ways, I would be a little concerned that a too little cooldown reduction would make it too strong. You shouldn't just be able to fly on top of a survivor and get an M1 too often. But 0.25 seconds would maybe still be ok for Potion of Speed.

    Honestly I also find the changes to Vecna almost perfect. My only concern is that Mage Hand might be too strong now, if Vecna can reliably use Mage Hand on reaction instead of prediction. Because if he can just react to pallet drops, survivors would have too little counterplay.
