My game is stuck on 8.7.2 and wont update to 9.0 how to fix?

Stupid question, but you do know it's a ptb do you? So before you have to change to the testserver - you can do that if you press rightclick at dbd in steam, go in the settings of it, go in the tab for betas I think it is and then choose the public test.
After that it should update to the ptb, if it's not doing that try to restart steam.
