Houndmaster - Can't use ability after Vaulting

SUMMARY OF THE ISSUE: After you do a Vault action, you can't use your ability for a couple of seconds.
PLATFORM: PC
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Use any Vault as Houndmaster and you will be blocked from using Ability.
