Legion Rework Idea - Actually Becoming a Horde

So I've been thinking about Legion for a while and how they never really felt like an actual "legion" - just one person with a knife who runs fast. What if instead of that, they actually multiplied during the trial?

So, you start as one Legion member, but every time you hook someone, another Legion member spawns that you can control. So 1st hook = 2 members, 2nd hook = 3 members, etc. up to 4 total. You directly control whichever member you want (switching between them) while the others patrol automatically. No weird AI issues like Knight has.

  • Stage 1 (0 hooks): Normal killer gameplay
  • Stage 2 (1 hook): Two members, can coordinate pincer attacks
  • Stage 3 (2 hooks): Three members, real map pressure starts
  • Stage 4 (3+ hooks): Four members, genuine apocalyptic threat

As Legion grows stronger, environmental weapons spawn around the map. Molotovs for area denial, wrenches for stunning, flare guns for ranged blinds, baseball bats for utility. The idea is both sides get more powerful tools as the match progresses.

I worked out all the details - (possible) terror radius changes, slightly updated visual design (since Joey and Susie would now have "default" skins too), add-ons, how to avoid Knight's problems, etc. It's pretty long so I'm attaching it as a file, but the basic idea is turning Legion from "mildly annoying" into "genuinely terrifying horde" while keeping it balanced.

The lore would change too - instead of just 4 teens, they'd be the ringleaders of an apocalyptic youth cult that destroyed their city through recruitment/conversion.

What do you think? Too ambitious or could something like this actually work? I tried to keep Legion's core identity (fast vaults, map pressure) while fixing the main issue that they're not really scary.

I dunno about there being a lore change, but 4/12 hooks to become nearly unstoppable is a bit too fast
