Wraith's "Lord Dracula" outfit has a broken texture

The angel bust on his cloak just has a flat gold color instead of a texture. It's been this way for at least a few months but I'm not sure when it broke exactly. I figured it was a known issue but can't find anything on it. Playing on PC/Steam.
