A bit of restriction on Locater Perks
I'm guessing this is going to be an unpopular opinion among Killer Mains but here goes.
I feel like there should be a restriction as to how many Locater Perks the killer can use at once (BBQ N' Chili, Nurses Calling, Discordance, Rancor and so on). There isn't a lot of "gameplay" whenever you're up against a killer with all Perk Slots filled with these perks exclusively. Especially if you're up against someone like The Doctor whos basic ability is to get Survivors to reveal themselves.
A match barely takes more than 5 minutes and you end-up feeling like you've just wasted both your time and whatever stuff you brought into the match. It's more prevalent whenever there's an event (like at the moment) and I can only imagine it's very off-putting to newer players just getting into the game.
It's kinda the equivalent of not having the Exhausted Effect and Cooldown on Suvivors Sprint Perks.
Personally I only ever use one Locater when playing Killer, as I find it makes the game far more enjoyable when there's still at bit of leg-work envolved in achieving a Merciless Victory.
But that's just my opinion. What's yours?

Doctor is a tracking Killer. If you are using tracking perks on him, its waste of perk slots (except for maybe Iron Maiden). And, sure, tracking is good. But tracking isnt OP when you can lengthen chases a lot as a Survivor.
Now, as for the main suggestion, it is no way near close enough to have no Exhaustion. Killer tracking perks have massive counterplays, which is why only ever stick to two of them at a time at most.
- BBQ has 4~5 counters, and you can easily tell when its coming.
- Nurse's Calling is a bit situational and punishes bad practices on Survivors.
- Rancor reveals your aura and is only dangerous for one person.
- Discordance might be a bit more difficult to notice, but so so so easy to make it worthless.

You aren't able to slow the game down as well with multiple aura perks. You can find them easily, but you have to down them quickly otherwise you'll only get 1-2 kills because of how fast the gens get completed.
Also, if you're using more than one aura perk on Doctor, then you're doing something wrong (unless you're doing an All-Seeing build or you don't have any other perks unlocked on him).

So they have a bunch of perks to find you, just means they aren't running anything to help secure the down. Besides if you incorporate counter play of those perks into your normal playstyle they are never much of a concern.0

I'm not arguing that Locaters on The Doctor isn't superfluous, they are.
And I can see that having more than one Locater can feel a bit necessary on certain Killers like Legion, as he doesn't have any "instant downers" and such.
But a bit of restraint would be in order. Like on the smaller maps, an All-Seeing Nurse is a bit much.
Maybe restrict locaters and buff some of the other Perks, like Thanatophobia. Extend the playtime a bit.
I feel a bit of balancing in this regard would make for a more enjoyable experience for everyone.0 -

What about Whispers? That perk is really good
Forgot that one. But Whispers is only especially useful twice:
- Saving up time by checking generators from distance.
- 1v1s, with or without the hatch. And at that point, if the Killer actually gets you, you are (mostly) done for anyway even without Whispers.
