"join game" via steam to a non-friend doesnt work? despite them accepting the invitation

there's a few streamers i cannot join from their steam profile, despite them having the "join game" feature. usually the invitation doesnt send and i get some vague error. on the rare occasion it does work, when they click accept nothing happens, although it works for others. am i blocked or something? proof below of my request
