TOME 17: LEVEL 3 “WAR OF ATTRITION” NOT TRACKING

SUMMARY OF THE ISSUE: as stated above, challenge “war of attrition” located in tome17: level 3 is not tracking. Criteria for completion of challenge are as follows: “ have 3 exhausted survivors at the same time while using perk: blood echo.”
PLATFORM: Xbox
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: I am using the perk, playing as oni and filled out stated criteria in gameplay. All survivors were injured and I hooked one, therefore the remaining three should’ve been afflicted with exhaustion. Challenge has not been completed despite fulfilling criteria to do so.
