Recovery Change Preventing Teammate Pick-up

Had an instance where I could not pick up a downed survivor after they reached the end of their recovery bar.
Xbox Series X
Survivor B went down on pallet (began recovering), Survivor A tried to heal Survivor B to full, heal was canceled inexplicably with each attempt (two/three times in a row) at the 90% cutoff (where you normally need help to fully recover).
