Tenacity not working at all

SUMMARY OF THE ISSUE: used tenacity and it didn't work how it says it does
PLATFORM: xbox
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Downed and auto recovering as supposed to, but as tenacity states that you are able to recover while crawling. While I was crawling I wan't recovering. Along with there not being a recovery boost
