What is the point of The Ghoul's exit gate blocking?

There has been some—unreliable cases—where the exit gate blocking from Ghoul biting actually does allow me to down the injure survivor and pick up. However in most cases the cool down is too long to actually grab a survivor.

What is the point of it blocking the exit gate? Does it worked better for survivors already marked?
