The cooldown of Celestial Witness is too short.

When combo'd with other perks like Nemesis or STBFL, Celestial Witness is too strong.

Its 30 second cooldown with practically zero requirements lets you constantly benefit from these obsession perks.

I have run Celestial + Nemesis on Oni - and I constantly have someone about to become oblivious and show me their aura for 8 seconds (which with power up = free downs). If I lose someone, I just wait a few seconds and see someone else. I have achieved nothing and yet I still get all this value.

Celestial should have a longer cooldown, up to 60 seconds.

i disagree. 30 seconds is fine and is how you can get actual value out of the build. STBL needs you to not be constantly having to either just ignore the obsession or lose all are a huge amount your stbl progress. you need multiple stacks of stbl before it becomes particularly effective. 30 seconds is a good amount of time. 60 seconds is absurd.

This combo of celestial witness + nemesis is literally Deerstalker but using 2 perks for some additional effects, nemesis is the only thing that deserves a small nerf like making aura reading or oblivious shorter (maybe 30 seconds long, not the most useful effect anyway). Celestial witness is literally useless when used by itself, nemesis has some usage at least and would still do it's purpose with other obsession perks fine while not becoming completely useless. Oni using this is somewhat an issue but survivors still should try listen and pay attention after they hear the map wide sound.

Celestial witness being strong with other perks changes makes people use less meta perks like slowdown perks and kinda makes the killer less likely to tunnel as it will mostly change between different survivors.

Your STBFL complaint just doesn't make sense, you can still avoid the obsession and have full stacks so you trade a perk slot to be able to chase every survivor without losing value instead of a slowdown perk. Save the best for last works only on M1 killers which are mostly the weakest killers(killers that primarily use M1, doesn't work well on kaneki as the first hit is free and for spirit after the first hit, she will be able to down you easily when you are injured anyway).

"nemesis deserves a nerf" - this is my problem with Celestial!!!!! Nemesis on its own is fine, it's only a problem with Celestial because Celestial is too easy! Also 60 second Oblivious is very strong on everyone, Oni is just the obvious abuser of it lol.

You can't just "avoid the obsession" - what happens when you walk across the map and find the obsession. You're not going to leave because you don't have time, no, you'll take chase (and lose your stacks). But with Celestial you don't have to think about it because you're never chasing the obsession.

Dying Light is the other obvious perk to abuse if you want to play the game of "oh the poor m1 killers". Also there are very strong m1 killers like clown, freddy and singularity.

I agree, the time between activations should be longer, but I think in cases where it doesn't switch the obsession, it would be fair to make the aura duration longer as well then since it wouldn't activate as often and that isn't the problematic part of the perk. For example instead of activating every 30 seconds and revealing for 3 seconds, it would be every 60 seconds but reveal for 6.

But generally speaking yes I agree Celestial Witness provides far too much obsession-swapping value with certain perks with zero work on the killer's part and it pretty much completely removes the counterplay from certain other perks especially STBFL and I don't think it's good design for it to activate as often as it does

I like this idea. The aura component is a non issue, especially when perks like Darkness Revealed exist.

If you waste two perk slots for STBFL + CW or Nemesis + CW you already lose a lot of slowdown or info tool you could otherwise run. I see absolutely nothing problematic about any combination with Celestial Witness + you can also negate that by being closer to killer and in most 4v1 you won't leave to pursue oblivious player. Stop searching problems where they are not. I already have much better win rate against those hybrid build players than against quad slowdowns so I think people heavily overrate how good it is compared to heavy slowdown build.
