Campers/Camping

Hello, Devs!
I don't expect this too be seen among the thousands of posts but if there's a chance here it is.
I'm sure you've had people complain before about campers/camping but I feel like its becoming an increasing issue even more. I've played 4 matches in a row and in each one, the killer ruined the game by camping survivors every time (literally it was ridiculous). I've reported these people but that's not necessarily a fix for it. I'm not sure what it would take but I'd like to suggest maybe implementing a penalty system of sorts when killers just camp survivors (kind of like if survivors don't move for a while the circuling crows appear). I understand this can be tricky because sometimes the killers aren't camping exactly but instead are simply in the area looking survivors and it would be hard to tell what the killer was intending to do. This was mainly a suggestion for the killers that explicitly camp the hook preventing the game from being played like normal and stopping other survivors from rescuing hooked survivors.
Anyways, not sure if something like this is possible or maybe you guys are already trying to find a way to prevent this but from what I've noticed there's methods to stop survivors from cheating/abusing (the crow ciricling I mentioned before and the entity that blocks the windows if survivors repeatedly vault through) the game but hardly any methods to stop the killer from cheating/abusing the game (camping).

I can't count the times I read "camping became an increasing issue".
This comes over and over again. Camping has always been there and the amount of camping never really changed.
With the increased sacrifices timer it became even more beneficial to the survivor if the killer camps, but they refuse to do gens and escape, because they are cocky and entitled to do every safe.
"Playing normal", for example: choosing to camp.
There is no right to rescue or get rescued. The killer is not obliged to give you a free unhook.
