Give me my crows back
This new crows is mostly worthless. Hooking near crows renders it useless, and it gives survivors a ton more stealth ability from it, with no actual counterplay. They don't have to pay attention to crows, they don't have to take a perk that might have been useful had it not been for this spies nerf.
congrats, you've shown us, again, you balance this game around letting survivors survive. You're nerfing things that most killers didn't even find useful and use. But hey, not everyone can lose a year worth of players in 2 months. You are clearly doing something right.

incorrect. If that was the case, they would not have reduced the area it's effective as well.
Also, the fast popping of the crows was the entire point of the perk. If survivors wanted to avoid this perk it meant actually avoiding crows or taking the countering perk.
If fast popping of crows was TRULY the reason, then the cooldown would have been set to 1 second, or 1.5. No, instead they pulled 10m off the radius, and slapped a 5 second cd on it.
It's actually a worse version of whispers now, since people can easilly stealth it.

By “audible clutter”, I assume you refer to the perks’s ability to show you the trajectory of a survivor’s flight. If that part of the perk was unimportant to you, and if you simply used the perk as an inferior Whispers, you were not using Spies to its full potential. Currently, Spies goes on cooldown even if the killer does not receive a notification, making it all the more useless in the scenarios it was more useful than Whispers.

I have to agree. I never used Whispers before this change because I simply didn't like the effect. But now, Spies from the Shadows is so weak that I have to use Whispers just to get an almost-similar effect. It doesn't help that a lot of maps have very low crow density, and so don't really see this perk have any effect in the first place. At least with the old version, I felt it was at least worth risking that I'd have a dead perk slot.

Then why not give 1~3 sec cooldown?

A better change would be to give a 5 second cooldown on the audible notification, but no cooldown on the visual one.
So you could still track the survivor's movement without the constant noises.

Yeah. Pre-buff SFTS was sh*t. Never worked for me. It got buffed and I thought, "Damn, this is finally useful."
Now, post-nerf, I'm thinking, "Okay, I guess it was kind of ridiculous, but it still has a perk that directly counters it, and the survivors can walk around the crows."
I load up a match and SFTS keeps activating the cooldown, but I never get a notification from any crows. What the hell? Nice to know I'm wasting a perk-slot. I don't know why they had to do STFS the way they did.

Honestly just having the audio thing occur every once in a while but still have the visual would be nice.

Honestly, the spies alert sound was different then other alerts, so i didn't mind the spam, since i could tell the difference.
