More/less aggressive crows

This might come under the same umbrella of difficulty as properly crediting stealth, but I don't think crows should call out a survivor for idling when they are actively avoiding a killer who is actively hunting for them. It's tremendously unfair that a killer can just stand and wait in a good vantage spot and a survivor has no counter except to rely on the usefulness of their teammates.

Meanwhile, it takes way too long for crows to identify someone who's doing jack squat when they aren't being pursued or even looked for at all (cause why hunt the guy who's not doing anything?)

I'm not really sure how one would differentiate between those two, but surely some combination of killer proximity and instances where spine chill would've activated could be used to get a close enough approximation.. Even better (for both this and stealth points) if you could work out a way to measure the use of line of sight blocking, e.g. hiding well.
