The worst thing about Billy is that he can whiz and heavily patrol areas a little too well. He could leave an area and be back in 10 seconds because he's already searched another couple of areas.

To answer OP's question..
How are noobs supposed to easily 4k everygame and think they are good at the game when in fact it is the character that is carrying them?

Billy is the ultimate standard of balance every single killer should be in this game. Nothing about him is broken. He has a strong ability that provides map pressure and helps in chases, but can still be looped and it definitely comes to skill from both players when he can or cannot chainsaw you during said loops.
He's at his best in big open spaces, but let's face it, most non-stealth killers are.
Billy, Huntress in relatively open maps and even new Freddy on the reworked maps, for example, are what killers should be in this game power-wise.
EDIT: the only thing that could be op on him are his instasaw add-ons, but those are probably getting changed in the near future anyways.

Here we go Nurse is getting looked at now people want Billy nerfed. Honestly get some skill if you struggle against Billy he is loopable and mindgame able. Where the hell is my damn down vote for posts like this.

Some of the most fun, most balanced matches are good billys vs good survivors.
A lot of games against billy become stomps because he is very unforgiving of mistakes, and one bad survivor can mean your whole team is going down (common even in red ranks), but that's solo survivor life.
Good survivors against a good billy on a good map = how dbd should feel more often.
