An addon perk?

So I've been thinking about how killers get slightly more bloodpoints then survivors. If I remember correctly this was added back when survivors became able to escape with their items. Survivors basically have 3 sources of items; the blood web, the loot chests on a map, and the bodies of sacrificed team mates. (When I say this, I am refering to just using that item for 1 map and not even factoring in escaping with the item.) Where as killers need a constant flow of blood points, since the only way for them to get addons is the blood web with no chance of recycling.

So to help balance the massive difference in blood points (so we stop getting massive load times from everyone playing killer during events/Double BP) is we should add a perk. The perk would be something like, "When the survivor is killed/sacrificed, any item they are carrying is destroyed to adds 1 token to the perk. At the end of match, each token gives a chance to drop a random addon for the current killer, quality chances changing slightly like with Ace."

I feel this is somewhat balanced, since to actually do this, the killer has to give up a slot for a useful skill, plus make sure the survivor is actually holding something when they are hooked. I realize that this would very easily encourage "hook camping", but really any change in the killer's benefit already does that. Plus this has the added bonus of not synergizing with Franklin's, so that perk would be showing up less depending on how well received this perk is, since the survivor would NEED to be holding it when hooked, and downing someone without hitting them is a bit difficult for some killers.
