Does Chaser give bonus points for exposed downs or chainsaws?
And if not, why? Does it get repurposed to another emblem?

Nope, which is why those things generally hurt your emblem score. The game counts each hit as ending a chase. In a normal scenario, a chase where you hit the survivor twice to down them is winning 2 chases. If you instadown them however, you only won 1 chase. Different killers abilities definitely hinder the chaser emblem, this is an example of which.

This is also the reason why Legion gets an Iridescent Chaser because he gets so many hits.
Plague gets the worst Chaser, if Survivors actually cleansed more often then maybe not but since no one cleanses her chases are really short with 1 hit.

They really need to address the chaser emblem.
By all means, don't include perks if you don't want to reward noed or anything like that, but power-based one-hit downs, and downs against someone who is adamantly not cleansing all match should count for 1.5x-2x points towards chaser, and/or malicious.
It's ridiculous that killers are actively punished for using their powers, as the only "rank approved" method is M1ing all game.

They'd have to include noed because it uses the same debuff as myer's or ghostfaces base power.

Youd be lumping NOED in with other exposed perks, like make your choice and haunted ground to say they ALL shouldnt be rewarded.

I'd be ok with that. I'm not a "noed rewards failure" kind of person, but perks like that are definitely brought to severely cut down on chases and not allow strong survivors anywhere near as much chance. I feel like their reward is intrinsic in making the game a lot easier.
On the other hand killer powers are all built into the killer and basically their intended playstyle that should be rewarded for using, and using well.
