Perks not showing up in bloodweb

So, just a background: I am running a Level 50-Steve with the following perks: Sprint Burst, Spine Chill, Self-Care and Dark Sense.

While leveling up Steve, it was taking WAY too long to get the perks that I needed. And when I mean too long, I mean I had to literally finish the bloodweb TWICE at level 50 in order to finally get Self-Care III. I know you have to level up your character in order to get the good perks and I'm not expecting to get max-level perks anytime before Level 35, BUT there has to be a way to implement a feature so that the perks we need are not going to take forever to spawn.

Now, I could be completely uneducated about how the bloodweb works and if it's even RNG, but this completely ruins the point of prestiging as I do not want to have to wait until Level 50 to get a max-level perk of which my current build is required to have. My theory is that you may just have to spend bloodpoints on other perks on the bloodweb in order to increase the likelihood that the perk you actually need will show up sooner rather than later (which is stupid as I could be spending those blood points on items / add-ons).

(I also get prestiging is completely optional, but it's fun to do..)

Thoughts? Opinions?

    Bloodweb is based on RNG. You are unable to ensure you get a perk you want from the bloodweb. You can't guarantee you can obtain a perk you want. They said something about being able to directly buy a perk for more bp than it originally was.

    Also, you don't need to level SC up to max. SC at 1 is good enough.

    Personally I have my own grievances with the bloodweb. Once you start unlocking more and more teachable perks from other characters I find it becomes really difficult to find the perks unique to the character you're playing as.

    So for example, my Nancy only has one of her unique perks at level 3, while the other 2 are at level 1. It's really annoying as I want to experiment with different builds and have these perks at the right level for me to utilise them to full effect.

    I think that the unique perks should be prioritised for the character they apply to. Again, let's say that Nancy's bloodweb should have a higher chance of spawning her own 3 perks before other perks. At least for the first 30 levels.
