A suggestion to "Buff" the killer and get rid (at least partially) of toxic bullying

Step 1:
Remove NOED.
Step 2:
If at gate powered all 4 survivors are alive, they became exposed until they leave the game.
if one survivor is dead all 3 survivor get exposed until one of them is downed
if 2 or more survivor are dead, no one get exposed.

It's a neat idea but it only puts a band-aid on the problem, it doesn't fix it.
