change cooldown and standard of crow appear

i think.. crow always appear very late

even when does nothing its cooldown is insanely long

what i want to say is system should punish pussy playing trollers

crow stick delay should be later of 20seconds of does nothing

(added) or hiding

so when this patched maybe

japs can prove all their brave gene didn't died in ww2

they always sit with urban and does nothing when killers nearby
