Why cant we hear the terror radius whilst on hook?

Title. It's been in here for a few patches now and I thought it's been gone.
Edit: also is this a bug or intentional?

You can hear it in 1st phase, not in struggle for some reason.

Uhm i can hear it on struggle, maybe it's a perk the killer is using or an add on or maybe a bug?
