is it true that insta heals are being nerfed? if so what are the changes?

Yep. We don't know for certain what will be different in the patch itself, but these were the changes in the PTB:
- Styptic Agent: Applies the Endurance status effect for 15 seconds on use. Use with secondary action. Depletes Med-Kit on use.
- Anti-Hemorrhagic Syringe: Heals Survivor passively over 8 seconds. Time is modified by perks and add-ons that affect healing speeds. The effect is cancelled if the Survivor changes health state or picked up. Depletes Med-kit on use.

these changes sound ridiculess, insta heals no longer insta heals. bad news for me as i don't usually take self care anymore.

Well, since Endurance gives you an effect that's literally the same as Mettle of Man, it's kind of like the same thing...
The only downside is that it doesn't heal you, it just gives you another hit if you were to be hit after using the Styptic Agent. Which is worse yes, but it's still the same in some regards with some counter-play to it now by waiting 15 seconds. And since most people did get hit a bit after using the instant heal... it's about the same-ish.
As for the Anti-Hemorrhagic Syringe, you can still heal fully after 8 seconds of using it... so if you're good around a loop and can survive 8 seconds than it's honestly not an issue at all.
Of course though, they're worse than they were before... they were just nerfed to actually have counter-play. As Peanits stated once "It was bad when you'd down someone after a long chase and someone would run up and instantly remove all that progress you did to down that one Survivor..." or something to that regard, not those exact words but it's the same meaning.
