Here’s my take.
The game has been designed from the get go to ensure survivors get at least some of their objective done so if they die, they don’t feel like they’ve died for nothing. Why else would killers spawn on the opposite side of a map to survivors most of the time?
Likewise I’ve always felt that survivors being allowed the time and distance from the killer in order to quickly repair 1, 2, or 3 gens was intended to test whether a killer can keep a cool head and maintain focus on the their objective.

No? Survivors never ever should repair 2-3 gens before killer can get to them. And no, its not intended.

The big question is why are only 2 generators being done? if all 4 survivors split up, then 3 gens should get done easily.
