Passive Killer Specific Perks
What is a "Passive Perk"?
The idea behind Passive Perks is to take one of a specific killer's perks and turning it into that killer's Passive Perk, a Passive Perk would always be on by default and acts as a 5th, unchangable perk for that specific killer. Each killer would have a specific passive based on their 3 teachables.
This, I believe, would open up a lot more variety and possibilities in perk builds, and would make each killer stand out from one another to an increased extent. Most killers are essentially an M1 killer with one ability, and adding a passive perk would probably give them more depth.
The only flaw I see with Passive Perks, is that some killer teachables are naturally better than others, I.e: the Wraith's possible selections are underwhelming compared to the Hillbilly. This could possibly be addressed by applying a buff to weaker killers' passives that adds another effect or upping the values to make them more viable on the perk's specific killer.
Examples
Trapper - I believe Agitation would fit best with Trapper, as it would allow him to naturally hook survivors quicker and allows him to spend that time saved resetting/placing traps.
Wraith - Giving Wraith a buffed Predator would probably make the most sense, and my proposed buff would be to re-introduce the scratch marks lasting longer as well as the scratch marks appearing closer together. Another idea would be to allow the Wraith's Predator passive to counter perks that hide scratch marks during a chase, i.e: Poised, Dance with Me, etc.
(It would probably be best to make it so this doesn't counter perks that hide your scratch marks when unhooking, to prevent tunneling, of course.)
Hillbilly - This one was a little tricky, but I feel like Tinkerer would be a fitting choice, with a possible buff to duration exclusively for Billy, this would give survivors a natural sense of paranoia and would allow the Billy to freely change targets, which I think fits with his playstyle.
Nurse - I feel like Stridor would be a natural fit for Nurse, as she's all about breathing, she uses breaths when blinking, so it just made sense to me. Perhaps for Nurse exclusively, the perk could reduce the amount of noise she herself made, allowing the player to better listen to their surroundings.
Shape - I think Play with your Food would be the most balanced and terrifying option to give Myers, as it allows him to better catch up to, and stalk his prey. I was debating whether or not to make it apply to all survivors, but for now I'll just leave it at the obsession.
Hag - Hex: The Third Seal would be good, chaotic fun, and would possibly allow the Hag to be the only killer to have all totems be Hex totems since it would essentially be a free 5th Hex perk in a full Hex build. This could make Hag really efficient at slowing generator progress by having survivors cleanse every totem or risk consequences.
Doctor - I chose Monitor & Abuse, because I think it fits his unpredictability pretty well, it allows you to close in on insane survivors who can't discern a fake heartbeat from another, and would generally give a lot more uncertainty with how big the terror radius gets in a chase.
Huntress - Beast of Prey could work in giving Huntress a more threatening aura, and the removal of a red stain would open up some sneaky shot potential.
Why Passive Perks?
With each passing chapter comes a new killer, and a new killer means new perks. However, most, if not all DLC killers include one "okay" perk, and two very situational/meme perks that almost have no impact in the current game. With the inclusion of Passive Perks, the game could open up with more potential strategies for killers to use, and would be a balanced way of introducing a 5th perk, albeit unchangable.
This would give players an incentive to not only play the killer for their ability, but for what they can achieve with their specific passive perk and how they can correspond to their specific playstyles.

I really like this idea and I was coming here to post about something BHVR just sent out... this image:
I think Killers and Survivors could both use this type of thing. The individual survivors and killers could have offerings or add-ons that are relevant to them. The add-ons/offerings would be similar to this where it is a very reduced version of a perk. Doing it this way would make it so that everyone could still use everyone else's perks but each killer and survivor would feel a little unique as well.
example:
- Dwight could have Bond - but it would have a range of 15 meters, 5 less than the lowest perk value.
I like the idea of them being offerings so that they are still kind of rare and only one-use.
