Survivors peculiarities
Since we can gladly benefit from teachable perks, we can find good gameplay variations for both survivors and killers. On killers, on one hand, there is a power distinguishing that specific play style so two killers with the same perks can never be equal one another. On the other hand, there is no difference between survivors with same perks, which makes it pretty useless to unlock some survivors whose perks you dont need.
Why not make them unique in some way? For example give them some passive bonus based on their peculiarities; give killers something to compensate if you have to.

I believe it was once mentioned by the devs in which they said that they wouldn't do it to both reduce the grind and make to not make the game feel pay to win on the survivor side.

I like this. It would force survivors to care about anything.

Depends on how major the abilities for each survivor were.

That's why they should be minor advantages, just the least needed to make them different. For example a character could have 5-10% bonus duration on items like flashlights or toolboxes. It benefits a play style focused mainly on items (and would bring back plunderer's) without making too much of a difference.
And however also free to play survivors should have these, so... It's the same exact story if you think about perks, except that this is not teachable.

I think the devs have stated specifically that they want survivors to just be skins. They're worried certain survivors would be chosen over others for whatever their uniqueness is, and they don't want that to be the case. And from my point of view would definitely be hell because I can't even keep track of two survivors playing the same character.

if they also get a free power it will be a bit op, right?

The point was to balance the thing out in some way. For example 0.15 more movement speed to killers or whatever.
I don't see how this should be any different from killers. Having killer powers makes killers unique and some i think are underchosen, but still picked. Survivors should be the same as them.
Or at least give me any reason to buy a survivor except for the "skin".
