I remember a dbd-competitioner having such a mechanic. Wasnt popular.
Deadhard for everyone is really brokenly strong, what would killers get as compensation for the aproximately doubled chase lenght?

That'd be cool! If only they had a perk that let you speed up when you fall from high places as well, it'd fit in well on a graffiti artist character, as they need to climb rooftops a lot.
