What perks would you make base kit?
For the survivor side I would make an actual anti-tunnel version of DS base kit as to punish Killers who tunnel. Next up I'd make Kindred base kit to put solo survivors more on par with SWF.
For the Killer side I'd make pop goes the weasel base kit to make it so Killers won't have to run at least two slow down perks to not get gens pumped out quick. After that I'd make shadow born an optional setting just in case some people enjoy the low FOV for whatever reason.

Technically, none, they're perks for a reason regardless of if I think they should or not. However if I had to choose:
- Survivor: Kindred
- Killer: a much shorter version of Corrupt that effects all generators and then adjust Corrupt as needed
Only because I think it's stupid that killers can face camp you with no repercussions unless the survivors are smart (and we know how smart most solo queues are, although I think that stems from a lack of information) and survivors start on top of their objectives (sometimes spread across 4 gens) and killers have to go and find their objective as a result (generally far away from every survivor) which is why I say it should be weaker but some form of Corrupt.
Literally, make it like a 10 second corrupt at the start of a trial for all generators and then shave 10 seconds off of each tier of Corrupt Intervention.

I wouldn't want any, personally. Instead, I'd encourage people to balance each side they play on a bit more, understand how it works more and build a better understanding of the base game that way. The idea of must-have perks I think is blinkering people to think they cannot do well without them, and that's simply not true.
Having great perks does help, certainly. Yet, people can win games by just playing well, being creative and learning maps with no perks. They can't win games if someone is armed with the meta-perks and are not a good player.

With removal/rework of the perk:
Deerstalker, shadowborn, bloodhound, (predator? ) overcharge
Weakening the perk:
Pop goes the weasel, in case a base kick damage is added.

No perks as they are. But I think survivor should get some tools that aid in coordination or communication. Something like Kindred, but perhaps showing a 'killer instinct' style indication of where survivors are, instead of a full blown aura, would be more suitable.

This game shouldn't be perk reliant nor balanced around having strong perks, making perks base kit would push it in the wrong direction.
Because then suddenly, everyone is asking for loads of different perks base kit, when the game needs to shift so that perks are a luxury, not a necessity.

Survivor: Kindred and Small game (only counter of totems)

Killer: Overcharge, to punish survivors who gen tap during chase and a 1 minute Corrupt, just to help killers out slightly durng early game

None of them. That'd make the game way too easy for Survivors while not really helping Killers at all. Stop trying to have easy games and just improve. No more free crap for baddies.

Survivor: Self Care so they could start bringing in Botany and not take forever sitting in a corner while I'm bleeding out on a hook.
Killer: Whispers so I don't have to lose a perk slot just so I could have an idea where survivors are.

Maybe Fire Up, cause i like the idea of the Killer being a boss fight that gets stronger as the Survivors inch closer to beating them.
But not one Killer Perk comes up in my mind when i think we should absolutely have it at base.

- KILLERS: pop goes the weasel: killer needs basekit to be able to have instant regression to generators. obviously very diminished.
- SURVIVORS: none. they have enough utility as is. but i dont play survivor as much anymore so i could be biased in that regard.

base kit tier 1 of each characters perks
brings out some indiviuality but it also brings out complications so idk if its a bad idea or a horrible one

For me I'd make two changes to survivor and one to killer.
Survivor:
- Mini-DS = 30 seconds. DS now would increase this by a minute.
- Kindred basekit = Only for people in a 2 man/solo q. Anyone in a 3 man/4 man swf wouldn't see the auras.
Killer:
- Mini Corrupt = Lasts 1 minute. Corrupt would add an additional 1 minute to this.

Kindred: killer's aura is only revealed for 10s but any distance. This can show you where they are going after hooking (BBQ) or if they are planning to camp. This will help with soloq as you find out who killer is, where they are going, etc. There were times when I saw somebody get insta-downed across the map and I couldn't figure out who it was. Is it Iri Head Huntress? Is it GF? Is it jumpscare Myers who grabbed somebody off gen?
Whispers: I think this is beneficial for both sides tbh. Killer obviously will benefit from having some form of locating perk. Survivor side, its not an aura reading perk like Lethal Pursuer or BBQ, and it helps in the end game where the last survivor is off in the corner bleeding and hiding from killer. You can wait the 4 minutes to bleed out or EGC to happen or killer can find you and move on to next game.

Unbreakable. Make it unlimited bit much slower. Quite simply nobody wants to be slugged for four minutes while the killer searched for the last survivor and the last survivor waits around for the hatch or exit gate.
The perk unbreakable can still exist as a way to speed up the timer, but slugging is easily the most annoying killer tactic. Don't get me wrong, it's a necessary tactic at time but still, it really makes for some annoying game play as a survivor.
