Coulrophobia - make it work outside terror radius instead of inside?
I was thinking about Coulrophobia and a general consensus seems to be that it's a fairly weak perk and it got wondering, what if Coulrophobia were tweaked so that it applied the healing speed penalty to survivors who are outside your terror radius instead of inside it? At a glance it feels like that could make it a bit more effective
- On its own, ignoring any other perks for the moment, making it so survivors heal a lot slower when they're outside your terror radius means that, if they want to heal quickly, they need to be relatively close to your killer which increases the risk the killer will spot them and chase them.
- It also helps against the current CoH meta because, if a survivor runs toward a Boon to heal, they're probably running out of the terror radius at which point the Coulrophobia penalty would kick in.
- As far as combos go, it also would work well with anything providing Undetectability (since no terror radius means everybody heals more slowly) and with a perk like Nurse's Calling (since if they move into your terror radius to heal they now also run the risk of their aura showing up from Nurse's Calling) and Bloodhound (since if they're in your terror radius and injured there's a good chance you'll spot their trail with Bloodhound.) If it turned out that it was too powerful with Undetectable then you could make it be that it applies its penalty on survivors "further than 32 meters away" without referencing the terror radius. (Technically that would give survivors a very minor form of a 32 meter lullaby on Undetectable killers, but that's probably not that big a deal.)
This seems like it could be an interesting way to buff Coulrophobia. And on the off-chance this would somehow make it overpowered, you could tweak it further by either reducing the healing speed penalty.

I think it would be busted. I wouldn’t mind adding a lingering effect to it, and maybe making it even more punishing the closer you are to survivors; but just giving a 50% healing debuff outside the TR is ridiculous.
Think about it, Sloppy only gives 20% for actively engaging one survivor with a basic attack. You’re proposing 50% for all survivors outside of a 32m or smaller radius at all times.

Well like I said, if it's too powerful you can adjust that 50% number down.

Considering how fast healing won't be busted (or maybe it is) and plague isn't busted, it wouldn't be busted especially when it takes a perk slot of killer.

Its not a bad idea. You could even do the same for Unnerving presence. Its just that, thematically, it would be kinda odd for it to work "out of terror radius"... but that is just a formal issue that we can neglect.
