NOED Rework Idea
No One Escapes Death
You are enraged by the idea of your opponents escaping, with every down bringing you hope for victory.
Once all generators have been completed, the perk activates. Your base movement speed is increased by 2% for every remaining dull totem on the map. Every time you down a survivor, your movement speed is increased by 8/9/10% for 30 seconds; duration stacks with every down but movement speed does not.

I wanted to give the perk skillful snowball potential, while also encouraging patrolling the map with the increased movement speed rather than just camping the hook. I also reverted it from a Hex totem, while still giving survivors reasons to cleanse totems. This also prevents it from being too punishing if there is a specific totem that is extremely hard to find.
I will update this with changes as suggestions are given, I just wanted to get feedback on it.

NOED is fine as is. There are three perks that make it very easy to find and cleanse all the totems.

Perks shouldn't be countered by other perks, and there shouldn't be perks you feel like you have to run.

Noed is countered by looping away from the totem once you know its in play never do rescues while its still up you can clear every totem in the map if you want but itll take a while if your not using a map

I'm not really fond of the idea for a few reasons.
Firstly, I think gaining a total 20% movement speed buff just from using NOED (in the best case scenario) is much too fast. You can also imagine PWYF used along with this. And imagine bloodlust tier 3. Killers would be ZOOMING across the map by just tapping W.
Secondly, because the "duration stacks with every down", just imagine high mobility killers like Blight (especially with 2 speed addons or with an insta down addon) using Infectious Fright and No Way Out. Or Spirit with STBFL added to the build too. Nevertheless, even without those builds, it'd be silly.
I do like the principle that cleansing totems reduces the effect of NOED, compared to how black and white it is now. Because currently you can cleanse 4 totems and still be faced with the full force of NOED. But as I suggested, your values are much too overtuned.

Why should a perk be countered just cause someone is lucky enough to be running another perk? That makes no sense to me. How come hex perks are driven almost completely useless just because a survivor brings Counterforce?
I'm not saying perks shouldn't counter other perks at all, I'm saying your argument for an unfair, busted perk existing shouldn't be "well THIS perk counters it, so it's fine."

It's not "needed." I play 95% killer and have never felt like I won the game when I get kills with NOED, nor do I feel it was deserved. It's unhealthy.
Though I do agree some recent changes have been far too survivor sided.

No one said it was fine. We just said "Why shouldn't perks counter perks?" Why does distortion counter like 9 perks? How is that fair? Are they not supposed to bring distortion in case the killer is running one of them, to make it fair?

Difference being that DS and BT don't singlehandedly bring back the game nearly as much as NOED does. Aswell as that, the counter to BT (and DS to an extent) is just not tunneling.
NOED, especially on a high mobility killer, can easily turn a 0K game into a 2K or more with little to no effort from the killer.

What would you suggest? I want to keep it at around the same general strength, not a flat out nerf. Numbers are probably overtuned, but it's hard to change a perk such as this while keeping the original idea.

I heavily disagree that DH and DS don't "bring back the game."
You can choose to go do bones and get rid of NOED, in the same way you can just slug survivors. And no, it's not a "little to no effort from the killer" situation. If a survivor does not want to be seen, and knows how to not be seen, they won't be seen. The killer still has to approach and M1 them, and pray the whole time another survivor isn't kicking his totem or opening the gate so someone else can flashlight save who you just NOED'd.
NOED does not make the game free.
Personally I think the perk needs a buff to be more useful during the trial, like permanent 3% move speed increase. Something that's hard to see but is still useful to the killer.

survivors have all the second chance perks that can turn their match around, NOED is so easily countered. Do bones. Nuff said

You don't HAVE to run perks to get eliminate NOED before it activates. It takes time, knowledge and game sense but if you suspect "a bad killer" to run NOED and you don't run around cleansing totems (or booning the last one) and one or more of you get knocked down it's their fault. DBD is jammed packed with minor decisions with major consequences. Killers have to play around the possibility of ds and weigh that risk and survivors have to do that with NOED. You can risk NOED or risk it not being there. It's a fun choice that I love as a survivor.

NOED in it's current state is fine. It makes some games that are complete snooze fests fun to play and if a bad killer needs it to get a 2k then I take that as my win despite the hilarious fact that "kIlLs EqUaL sKiLl"

Don't bother trying to have a smart discussion about balance here... most people don't know what the hell they are talking about. Especially about NOED.
I wouldn't change the core nature of NOED though... only its requirements (i like No Way Out way of functioning for example).

NOED has some of the most difficult & skillful requirements to activate.
- You have to play without 1 perk which only is active in the end.
- The perk requires a totem, an dull unlit totem in fact.
- You need to somehow keep Survivors busy enough to not clear totems or boon them the entire game.
- Totems which are at locations you don't even know.

NOED isn’t a busted perk. It requires you to lose all five gens and have survivors not do the totems, and you get one shot downs until they find and cleanse the totem.
Yes it sucks that you can have little to no interaction with a killer all game, or run a killer most of the game, and get one shot downed, but that’s part of the game. It also sucks to have a stealth killer completely rendered useless by Spine Chill.
Lots of perks counter other perks in the game. Run one to counter NOED. This is an issue with a lot of survivors, they want the game easier, but they don’t want to adapt how they play.
