Small list of perks i think need a buff
A few perks i think should be buffed and how i think they should be buffed
Survivor perks:
Bond should show the other survivors your aura with the same range, as its not much of a bond otherwise
Red herring should activate on every generator you work on for 3secs, just to throw the killer off even more
Camaraderie/kinship should apply its effect to any survivors hooked in the second stage that you go near, but only one of that perk's effect should apply in any instance
Mettle of man should include safe unhooks in it's trigger condition, as getting 3 protection hits can be kinda annoying to get
Poised should affect any survivor within 8m of you as well as yourself
Aftercare should proc on protection hits, in addition to unhooks and heals
Killer perks:
Brutal strength should be buffed to 35% at max rank and also include survivor pick up and drop speeds
Mad grit should let you pick up and drop survivors 40% faster
Knock out should prevent affected survivors leaving via the exits
Unrelenting should include attacks that hit
Enduring should affect any stun

When i run it i usually have to feed the killer a hook for 2 stacks, then again the survivor mostly wiggles out and runs off

I think they should just revert Mettle of Man back to its original conditions of protection hits AND safe unhooks but increase the amount needed from 3 to possibly 6? That's two saves on every survivor, or several saves with a few protection hits thrown in.
As for killer perks, Jolt/Surge is a perk that really needs some attention. Considering we have other perks that do similar effects but are superior in almost every way, Jolt feels unnecessarily neutered in its current state. Even just one of these changes would make it better: its cooldown removed, increased range, or increase the insta-regression by at least 10%. What it truly needs though is something to hinder survivors that are working on a gen affected by it, maybe they scream or they face a difficult skill check or something. Right now, all that happens is the gen gets affected, the survivor loses 7% progress but can still maintain repairing it the entire time before fairly quickly regaining that 7% if the killer chooses to hook the recently downed other survivor.

Unrelenting's % cooldown decrease is huge, there's a good reason it only applies to missed attacks. over 5 years ago, there was an absurdly broken Unrelenting+STBFL combo where the killer would swing like a machine gun because the numbers were way overboard on the perks. Unrelenting should still give you a reduced cooldown if you +5 wood on a pallet or any obstruction, because rn it only applies reduced cooldown on whiffs in the air.
EDIT: Forgot to address Enduring, it used to affect all stuns but it made Head On and DStrike practically useless after it was buffed to 50% reduced duration. In most cases, the killer would almost immediately get a hit on the survivor after they were stunned by DS/Head on. Not good

Bond would cannibalize other information perks.
Red herring needs to move in another direction, like creating more audio cues for different triggers.
Camaraderie/kinship needs a complete rework, it cannot work well as it is.
Mettle of man cannot be given easily because it can be easily abused.
Poised should grant a more powerful buff, not benefit others - as it goes against the spirit of the perk.
Aftercare should 100% not manifest on protection hits, but should have alternate ways of distributing value between affected survivors to further encourage passive altruism. Jeff's perks are not aggressive, they are passive. Like, after you exit chase - all survivors affected by this perk see each other's auras for 12 seconds. Making it a tiny Kindred that triggers whenever you lose the killer or get downed.
Killer perks:
Brutal 35% might be a bit much - but I LOVE having it pick up and drop survivors faster. Not only is this needed in the game, but it also melds well with Trapper's other perks.
Mad grit should do something else. It's intended as a surprise - picking up survivors in almost half the time gives the perk away, which is the last thing you want. You want to trick survivors into taking protection hits to find value - not advertise the perk to them so that they play safe around your range and render the perk useless.
Knock out is right on the money. it should Incapacitate survivors - and Incapacitated survivors should be prevented from leaving the match.
Unrelenting CANNOT. It used to do this, however - it stacked with STBFL and made M1's into 'machine gun' melees. 70% reduced on-hit cooldown was a bit much... and it may have even been more. Unrelenting should seek other means to make itself useful other than taking STBFL's thunder wholesale.
Enduring SHOULD! I'm not sure why this isn't the case. While perks like DS and Head On are well balanced in terms of stunning strength - bringing an entire perk to mitigate stuns begs for action on behalf of such things.
