It is normal. Killer's job is to get you on the ground and hook you. Focusing one survivor out of the game (tunnelling), and making sure someone you hooked dies (camping) are parts of that.

I have 7k hours on killer and 4k 95% of my games. I am at max mmr. But by all means please keep telling Veteran players that they don't know what mmr they are at.

hm,anyway your team not doin gens fast enough while killer was face camping is not the issue,,camping/ tunneling as boring as they are are nowhere near toxic,,,people these days use the word toxic way too much ,,

Alright but wouldn't be better if Killers could do that no matter the MMR
It's just a vicious cycle right now... Survivors complain about two (or more) Killers and about Camping and Tunneling... Killers complain about SWF's and Gen speeds
Wouldn't be good if all of that were solved... either by fixing perks, Maps, Killer's power and addons or just leaving it alone?

The big question here is as always "what do you consider toxic"?
There are loads of scenarios in which the killer is merely playing the most efficient way, and the survivors interpret it as "toxic" because it's negative for them.
Several people have already mentioned that camping the hatch is a surefire way to flush out the last survivor, as is returning to the hook periodically to try and catch a survivor going for a rescue, and slugging applies pressure without actually hooking a survivor, which means it's more beneficial to survivors than getting hooked.
You can throw around pejoratives all day, either side can, but what it ultimately boils down to is inferring intention when there is none, and a lack of ability to accept a loss, or when you're outplayed. It's so easy for survivors to say "the killer was bad"... even though they won?
I've had games before that I thought were genuinely fun, and not in a sadistic, malicious way. I've had survivors picking up pallets in front of me with Any Means Necessary, or otherwise making really dumb plays, so I assume they're goofing around. I ease up a bit, or a play with them a bit, let them do a few things like stun me with pallets before I smack them down and hook them. One time this happened, I ended up with a load of messages on PSN berating me for harassing them and tunnelling them when they were just trying to do their Any means Necessary challenge. She even went as far as to say I ruined her already awful day because of something personal and that she was at her last straw and just wanted a nice game, etc. etc.
So what am I supposed to do? When even when I play nice I'm ruining someone's day?
You all just need to chill out, accept that this is a game, and learn how to cope with getting your ass handed to you in an asymmetrical game against literal horror movie serial killers.

It's not normal. Otherwise Devs wouldn't create perks and mechanics in game that try to promote other playstyles, or try to promote against it :PPPPPPP

Just because you played 7k hours, and i can guarantee that 5k of those weren't when MMR got put in place (we've had MMR for just about a year), doesn't mean you are max MMR LOL

Yes, in the 5% where the survivors escape they will 100% sit at the exit and tbag after they BMed all game. How hard is that to understand?

The devs have also created perks like Lightborn against flashlights, Agitation/Iron Grasp against wiggling out, Spirit Fury against pallet stuns, Franklin's against items - the list goes on.
By your logic, none of those are "normal" either.
If you want to talk about mechanics, Twins are absolutely designed to rely on slugging as it's literally impossible for them to use their power otherwise.
Honestly, just let this one go, you have every right to your opinion but your repeated statements as though they are facts are demonstrably wrong.

What has my MMR got to do with it? I can't prove anything and neither can you. There is literally no statistical way to prove where one is, and your arguments are literally borderline troll-ish.
But if you really want to know, i've been in games with killers like Otzdarva and Lilith Omen a few times. Take it how you will.

Max mmr is unattainable. Its been repeatedly stated by the devs. You literally have to play (and beat) hundreds of matches in a row of people equal or greater than you to gain mmr past a certain point. One loss will literally negate 100s of wins.
