Remove fatigue restrictions from the Iron Will perk

So, why should it be removed?

1. players who use dead hard/sprinter will not be able to use this perk normally.

2. In perk still removed 25%, then why add a limitation with fatigue? Perk becomes as useless as possible.


Here is an example of the situation:

Fix the generator, you fly ONI in ability. You manage to get away with the sprinter, your ally is not in time and falls under the palette. You notice this and run closer, sneaking around and stalking. But ONI notices you because of your groans. As Iron Will does not work with fatigue. Result: You are dead and your ally.


Also in this game is very important stealth.
