Any Means Necessary rework
The issue with the perk is not that it has a cooldown rather than it just doesn't have much value by default. How about making it that you can sort of "remake" broken pallets with new ones, but it has 60 seconds of cooldown and you only have 2 or 3 tokens per match and you can't gain any. Each pallet can only be remade once no matter who replaces it. Also you get exhausted for 60 seconds and you can't use it while being chased.

That would be horrifyingly strong. Get a team, all team brings Any Means Necessary, restore a god pallet after every chase when a map has multiple.
Gens finish even if everyone only does it once and it can happen between chases.

i wouldnt be surprised if you would have to "collect" from 3 different pallets to make one. instead of just giving you three stacks

Even that would be great. Being able to restore the best pallets in a match even once is an absurdly strong benefit.

Don't forget that the people doing this would also bring a Gideon map offering, for extra bully

you can add a perk that will restore doors and pallets let's call it "locksmith" you can restore the object every minute.
Add to the basic mechanics of opening doors for the survivors then the killers will have an additional motivation to break the doors. And then I have the impression that these doors were added due to poor level design where the killers do not even break the doors, which is extremely sad. Just add a wall then and don't let only one side affect the objects

Nah, that would be insane. Letting survivors create broken pallets just sounds busted.
The perk is cool and removing the cooldown is a nice quality of life change, i wonder what is gonna be the secondary effect between each tier now.
But letting survivors revive pallets shouldn't be a thing, survivors have to mind their resources and use them with intelligence, it's also how killers can get pressure by removing survivors resources. Changing that dynamic is way too much power. Honestly it could only be a one use thing and probably an earnable perk that you have to work to get similar to mettle of man, balancing a perk like that would be a nightmare and its probably better to just not be a thing.
