Nothing close to this can be implemented until all gen perks are removed from the game. 9/10 games, killers already stack at least 3 slowdowns (and sometimes 4 even on the best killers like Nurse/Blight). Adding your suggestion would make most games nearly unwinnable for survivors.

It was demonstrably better a few patches ago, and probably best right after the perk overhaul.

So your saying that the expected skill level for a killer to consistently win us otz level of experience?
Otz is not your average killer your saying that people playing backyard football should be expected to play at the NFL level to win.
If an average play is going aginst an average player then why shouldn't they be able to win consistently? Your saying the average killer should play at a pro level to win consistently but casual survivors should be able to win consistently while playing casual?
