Decisive Strike Buff Idea
Decisive Strike had many in my opinion healthy changes preventing certain situations that could be abused by survivors. However even tho Decisive Strike can save you from certain killers or give you at least a little bit of precious time punishing tunneling, there are some that will remain unbothered. Of course, the two main examples are nurse and blight. That's why I wanted to propose a certain solution that would be a negative status effect on a killer. I made this status effect for one of my killer concepts and probably something same or similar could be made by somebody else. I called it the Amnesia status effect.
Amnesia status effect would work that way: When a killer is under that status effect he can't use his abilities ( Power and Special abilities ). It doesn't stop the ability that is already in use ( like Bubba chainsaw ) and this also doesn't disable killer abilities he already used or placed ( like trapper traps).
I think 5 seconds of Amnesia status effect for a killer hit by Decisive Strike at the third level of that perk would be pretty reasonable.
I'm eager to hear your opinion and your personal balance adjustments to that case.

I think adding 3s (so effectively 2s because of animation) sprint burst into DS would solve the issue of perk being meaningless for speedy killers (nurse/blight/spirit) and minor inconvenience most of the time for all the other killers.
Nobody ever respects DS these days, because why would anyone do that (even if you chased someone for almost a full minute and he jumped to locker in front of u)? Also adding sprint instead of reverting stun to 5s would prevent headon combo and all the other things killers complained about with this perk (weaponizing argument) and possibly allow killer to swap target instead of waiting.

Do you think additional movement speed after ds would hurt most weaker killers instead of those most mobile like Blight or Nurse?

It would hurt them both. But that means you are back in chase against S-tier. If u r extremely lucky, you could even disappear. And it's full chase reset for regular M1

But @galanonim25 suggestion would not / hardly affect M1 killers at all, where it would hurt high mobility killer more severely, at least for a short time. The later are stronger and often capable of rendering DS meaningless, so inconviencing them more should be the way to go.
Your solution of an after-DS sprint is the other way around: M1 killers would have it way harder to continue the tunnel just bc of the time investment (itself a good thing), but high mobility killers are not so much affected. Thus increasing the power difference between strong and weak chase killers, when we should rather try to decrease it.
I'm not against the sprint, just that it barely matters against Nurse and Blight. If we really wanted to lean into the "surv. vanishing" aspect, it could also remove scratch marks and blood for a short amount of time (like 5 seconds). That might be enough to escape from M1 and high mobility killers alike.

I like the core idea, I just wanted to ask, why use a different status effect? DS could just drain the power of the affected killer (if it's drainable, that is). So Nurse, Blight, Spirit would have to wait for their power to come back. No need for an extra status effect.

TBF I would be happy with either solution. My version just looks a bit more like old 5s DS with taking into account most common killer complaint, while OP's suggestion is something entirely new.
But if any of those gets implemented, it would actually make the game healthier as there would again be some risk in hard tunneling people out (OTR is sadly not the answer, as that one is useful in soft-tunneling case only - meaning if killer is not also focusing survivor enough to hit him during basekit BT rendering OTR almost useless)

It would be a personal reason that I would love a new kind of mechanics or status effects in dbd that would give a little bit of freshness. Implementing a new mechanic to the old perk would be also a nice way to rework it to current standards. Also, new status effect that wouldn't be necessarily strong but at least annoying in some kind way would open a path for new perks.
My personal favorite perks are power struggle, fill flop, deception, pebble, head-on, and blood rush so I would love to see something unique to dbd for example as a new mechanic. I believe it would be also a great way to make the game more fun.

But that's exactly the point of an anti tunnel perk. You only have this perk with you to protect yourself against to get tunnelled out, the perk is completely useless without being tunnelled. It should at least be able to fulfill this satisfactorily against any killer.
I really think this is a tremendously good idea as it's no worse for killers who are weaker in the chase than before and killers who have good chase power take away that advantage.
But I think that it is unfortunately very difficult for these developers to introduce a new status effect. There are topics that are less complex and have caused difficulties.
Among other things, I think that killers should be rewarded more if they decide against tunneling, e.g. after hanging a fresh survivor with a small additional regress buff for the next Gen regression action. Unfortunately, tunneling is still the best strategy for most people to win the game and unfortunately also the basis for the highest killer streaks.

Yes, unfortunately, new mechanics can most likely cause some bugs but perhaps they will be able to implement something new in the future. However that reward system for unique hooks would be amazing, but personally, I would also add punishment for tunneling. Debuff and Buff for survivors depending on killer action would reward more healthy gameplay and I would be eager to see that.

I think this is over-complicating things.
A simpler but similar solution, would be to 'nerf' the top performing high mobility killers, by resetting their power charges upon being stunned, by any means.
Blight's power basically fully recharges during the stun animation as it stands, and Nurse is barely affected by it too. Spirit could also be a contender. (not too sure on Billy, and Oni is in a good place with his limitations, he already loses his power upon stun anyway) Not only would this strengthen the effect of DS against these killers (while leaving it less oppressive against regular M1/low-mobility killers), but it would also provide meaningful but fair counterplay to them in general, DS or no DS, as pallets are available to everyone.
This is just an adjustment of killer powers, and can be tailored to those who are most oppressive, without the need for a new power-altering effect bolted on to a survivor perk.
Couple this with a slight buff to the DS stun duration, to account for the time spent in animation, (not quite as long as 5 seconds though, 4 seconds maybe) and I think it would be the perfect solution.
