How does the wiggle mechanic work, specifically when being dropped and picked up again?

I was in a match where the killer had to drop me due to teammates bodyblocking the hook, while my wiggle bar was maybe around 50-60% (not sure). However, upon being picked up again I immediately wiggled free as if I had used Decisive Strike.

But I was pretty sure that they could have still hooked me since the hook was right in front of them, and I thought that wiggling free would only occur if they dropped me while the wiggle bar was almost full. But in this scenario it seemed like I wiggled free due to the bar being almost full when they picked me up.

Is this working as intended or a bug?

EDIT: Actually I suppose it's possible that my wiggle progress bar was like 99% when they picked me up and they just didn't hook in time, as something similar happened in a recent match. So this might be a false alarm, but I don't remember how much wiggle progress I had in the first match and I'm also still not certain on how the mechanics work, so I'm not sure.

    If i remember correctly there was a bug when someone wiggled free the next surv picked up could also get free immediately.

    But that was fixed.

    I don´t know the excact number but if the killer drops you and picks you up again you get some kind of bonus to the wiggle progress.

    ... don´t know if it is like 20% or more...

    Yeah but you only get the bonus upon being dropped right? So when the killer picked me up while my wiggle progress was less than 100%, my understanding is that I shouldn't have wiggled free immediately unless they immediately tried to drop me right after picking me up.
