Make both Killers and Survivors unable to switch Characters, Perks, Items, and Add-Ons before a Game
I have noticed that occasionally Survivors will switch Characters last second in the Pre-Game Lobby, most likely to bait and troll Killers (who are unable to switch Characters in the Pre-Game Lobby for some reason), and I feel that that shouldn't be the case, as I know about "Bully Squad/SWFs" and I feel it would be fair if once you were in the Pre-Game Lobby (the one where both Killer and Survivors have to ready up in) you couldn't switch Characters, Perks, or Items/Add-ons, as it would prevent trolling.
You have all the time in the world to choose Characters, set Perks, and select Items and Add-Ons in the Main Lobby, and if you make a mistake, you can easily back out of the Pre-Game Lobby and switch whatever you need to switch in the Main Lobby and get back into another Pre-Game Lobby.

Sure… if this means killers can’t equip Lightborn solely because they see a flashlight in the lobby.

Exactly; All Players; not just Killer being unable to swap killers, should be unable to swap anything in lobby. But it would mean scraping the 60 second timer also, since there wouldn't be a point in swapping stuff.

Yes, if this was implemented Killers wouldn't be able to switch out Perks, which means no switching for Lightborn.

I’d still like the option to change my clothes though…. Actually, thinking about it there are downsides. Once I joined an lobby that had Chris, Leon, and Ada and I immediately switched to Jill for a full RE party. Wouldn’t be able to do that in this new system.

Last-second-switching is more often than not to avoid killers dodging left and right.
Try to get a match with two or more people having a P100 character; I'd say for me about five killers dodge on average.
So, let's extend that: Since survivors have no clue what they go up against, neither should killers. They see which characters are in the main lobby but they see nothing further; no names (aka no steam profiles), no items, no prestige. Just which character was picked.

nah. Theres no difference which surv they choose since every surv plays the same. Killer on the other hand is different from one another, thats why its locked.
Also, nothing prevents survs from changing items last minute since we all have 3 build slots. So not being able to change characters makes no difference at all when u can change builds
