Spine Chill description does not match the actual situation
in game description:
Spine Chill:
Get notified when the Killer within a 36-meter range.
If the Killer is within range and is looking at you with a clear line of sight, your speed while repairing, sabotaging, healing, unhooking, cleansing, blessing, opening exit gates and unlocking is increased by 2%/4%/6%.
The effects of Spine Chill linger for 0.5 seconds after the Killer looks away or is out of range.
actual situation:
Spine Chill:
If the Killer is within 36 meters of your location and looking at you with a clear line of sight, Spine Chill activates:
Increases your Action speeds in Repairing, Healing, Sabotaging, Unhooking, Cleansing, Blessing, Opening, and Unlocking by 2/4/6 %.
This effect lingers for 0.5 seconds after the Killer loses line of sight or exits the range.
Spine Chill reveals the current intensity of the Killer's Terror Radius.
The difference is:
in game description tell player this perk can notified when killer in 36m range. when killer looking clear of you, you have 6% speed buff.
but
the actual situation is, when killer in 36m range and look at you clearly, then you finally get the notified and speed buff.
the Change Log of spine chill means that update only removed the visual representation of the Killer's Terror Radius.
but the actual change is big difference.

Maybe this change is on purpose, but perk description need to be accurately.

They’ve said the change is intentional. But they should update the description to properly reflect that.

This might be pedantic but it is important. Some perks have flavor text in addition to the rule/mechanic text. The important part is that the rule text should be correct.
